    调查发现碳交易管理专业人才匮乏



      一项全球范围内的调查显示,正在迅速发展的温室气体排放管理行业面临着技术专家短缺的威胁。

      这项调查是由总部设在美国加州的非营利机构温室气体管理学院(Greenhouse Gas Management Institute)发起的。研究人员调查访问了700人,主要来自北美(59%)和欧洲(13%)。

      据环境新闻网综合报道,2/3的被调查者称,他们的机构在过去的半年中雇用了温室气体方面的专家;同样比例的人群表示,在未来的一年中他们的机构将会雇用温室气体专家。84%的受访者认为,目前缺乏有资质的温室气体专家;而87%的人认为,随着新的排放交易体系和其他减排措施的出台,此类人才的短缺状况将会继续。

      很多受访者认为,这种技术专家的短缺将导致类似安然(Enron)财务欺诈一类的行为出现。30%的人认为,碳交易市场在定量和核查方面是高危行业,会出现和安然类似的欺诈行为;而54%的人认为存在这种危险的程度为中度。

      报告建议将温室气体减排的质量保证机制标准化,称更广泛的监督和更强有力的信息公开化有助于减少这一危险。但报告也指出,就算是质保机制标准化了,它也会受到能力和道德等因素的影响。

      温室气体管理学院院长麦克尔·吉仑瓦特(Michael Gillenwater)说:“有专业人才来支持排放交易或碳税系统是很关键的。我们的调查表明,碳市场存在着巨大的风险。安然和房贷市场的丑闻让我们明白,政策并非完全可被信任。为了避免这些,我们需要懂技术和有职业道德的专业人员来管理温室气体排放。”
